Why won't he ask me out if he likes me?

This guy I know he likes me. He bout me lunch thrice and treated me to the movies put his arm around me. I'm confused. Like he's not like other guy when they like me they usually flirt with me more or text me every day constantly try to hang out. This guy likes talking to me a lot when he can but since school ended he hasnt asked me on another date well maybe once. He says im beautiful and does nice things for me. Am I the other girl? Does he feel intimidated somehow? Is he just really reserved/shy/respectful? is he just busy. So confused. He says things like how beautiful my eyes are, but doesnt really flirt with me a lot. But he says im a cool person. He goes out of his way to help me out. But I feel like im missing something, like something feels awkward/strange.
